The Opportunity
The University of the South Pacific (USP) is seeking to appoint a Strategy, Planning and Performance Analyst within the Planning and Quality Office (PQO) at the Laucala Campus. Reporting to the Director – Strategy, Planning and Business Intelligence, the role will support strategic planning, performance monitoring, enterprise reporting, and evidence-based decision-making across the University. The incumbent will work closely with both internal and external stakeholders to translate complex data into meaningful insights. The position is integral to enhancing organisational effectiveness and efficiency, strengthening accountability, and advancing the achievement of institutional goals, strategic priorities, and long-term sustainability.
Specific Duties
The key responsibilities for the Strategy, Planning and Performance Analyst position includes:
- Strategic Planning and Integration: Provide evidence-based insights to support the development and review of strategic, operational, and enabling plans, ensuring alignment with institutional priorities through data-driven analysis, collaboration, and facilitated planning engagements.
- Performance Monitoring and Reporting: Lead the design, implementation, and ongoing refinement of the Strategic Plan Performance Framework to ensure measurable goals, systematic monitoring, and evidence-based reporting.
- Benchmarking and Institutional Analytics: Conduct institutional analytics, benchmarking, and environmental scanning to generate strategic insights, identify trends, risks, and opportunities, and inform forward planning.
- Institutional Data Strategy and Business Intelligence: Develop and implement data standards, analytical models, Business Intelligence tools, and the institutional data strategy to strengthen data quality, governance, and analytics capability.
- Stakeholder Engagement and Advisory Support: Collaborate with and advise senior leaders, academic schools, and support sections to strengthen data literacy and promote evidence-based planning and decision-making.
- Resource Optimisation and Efficiency through Data: Provide analytics-driven recommendations to support effective resource allocation and enhance operational efficiency across academic and administrative areas.
The Person we Seek
To be considered for this position, applicants must have:
- A degree and postgraduate qualifications in Data Science/Analytics, Statistics, Economics, Information Systems, Computing Science or from a relevant discipline; and
- Four (4) years of relevant experience and management expertise in institutional data planning, business intelligence, and strategic performance management, preferably within a higher education/tertiary context;
- Ability to translate complex data into meaningful insights, monitor KPIs, and identify performance trends to inform senior management decision-making.
- Proven experience in developing and implementing data-driven strategies to inform organisational priorities;
- Experience in data analytics (quantitative and qualitative data) using analytics tools such as Excel, R/Python/SPSS, and Power BI;
- Ability to develop enterprise-level reports and dashboards using data visualisation tools.
- Excellent written and oral skills for reports, briefs, and presentations for senior management;
- Strong stakeholder engagement skills, with the ability to liaise effectively with academic units, support sections, and senior management.
- Ability to manage multiple projects and deliver outputs within agreed timelines.
- Experience working in environments that require high level of work integrity, ethical behaviour and discipline, with ability to maintain confidentiality, accuracy, strategic judgement and accountability;
- Experience in university/higher education planning, performance analysis and reporting would be desirable;
- Experience in predictive analytics and risk modelling to anticipate challenges and drive proactive decision-making across the institution is preferable; and
- Experience in scenario planning and sensitivity analyses to evaluate the potential impacts of strategic and operational initiatives is also desirable.

The position is available for a term of three years and may be renewed by mutual agreement.
Salary Range
- FJ $61,627.79 to FJ $75,265.67 per annum.
